Business leaves troubled trail

NORTHBORO - Santo Anza Jr., the owner of the Whitney Street property, which authorities say is not a farm, but an illegal solid waste and compost facility, has a history of operating non-permitted facilities under the guise of legitimate businesses and failing to comply with cease-and-desist orders from several cities and towns during the past 12 years, authorities say.
